As a result of the following change in policy and the access now afforded birth relatives, UKATS will only advise birth relatives on where to seek intermediary services and will not undertake full searches or approach adopted persons on behalf of birth relatives. "The Adoption and Children Act 2002 has overhauled adoption legislation and has brought in some new provisions for birth relatives of adopted adults. Under Section 98 of the Act, birth relatives of an adopted adult can request that an adoption support agency provides an intermediary service so that they can let the adopted adult know of their interest for contact." http://www.baaf.co.uk/ These provisons were implemented in December 2005. An intermediary from either an Adoption Support Agency, local authority (adoption section of the social services) or adoption agency will work in conjuction with the General Registrars Office who hold a record of all formal adoptions. These records cross match the original name of a person and their adopted name. However, the records are not updated to included changes of name like marriages or informal name changes. This information is given to the intermediary and remains confidential. With this information the agency/authority can then make a search of the last known address and some public records to obtain a current address. If they are successful they could make an approach to the adoptee, requesting contact. This a highly professional and sensitive intermediary service where councellors have experience and specific training in undertaking this work. Next page »
